Salary: $109,908 - $135,270 per year
Duty Location: Walla Walla, WA


  • Performs a wide range of current year and multi-year, budgeting, programming and funds management in support of the District's Civil Works (CW) program
  • Consults with Program Managers, Project Managers, and leadership to consolidate and formulate an overall District CW program from scoping, budgeting, initiation, design, construction, and/or operations and maintenance of various projects.
  • Provides advice to the District Commander and Senior Leadership on the overall District program and on program management relative to life cycle project management funding and schedules.
  • Provides technical advice to the Division and other Branch/Section Chiefs, program managers, project managers, and program analysts on program policy, funding, and scheduling.
  • Develops and issues guidance on program formulation and execution.
  • Searches out and develops new or modified methods of approaches in formulating the District's CW program.
  • Conducts training sessions for District staff on program development and management.
  • Exercises significant responsibility in dealing with officials of other organizations within and outside the District.
  • Performs supervisory duties for a team of Project Managers and Program Analysts.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes utilizing project and program management business processes and tools; working on planning, engineering, construction and/or operations and maintenance projects; and budget formulation and management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
